- A bald man with a dragon tattoo curling around his neck stormed down the hallway. Several others in dark brown uniforms followed close behind, their steps brisk and determined. The man held a thick folder in one hand—inside, a report he was ordered to deliver directly to the one in charge. It contained sensitive information from the city’s security division.
