Quslo family was one of the top families present in Kravon town. The family head was a rank 5 and the grand elder was a rank 6. The levels might seem so low but just like breaking through to rank 4, breaking through to rank 7 requires resources and the Quslo family wasn't from the government. Hence it depended on itself for resources.
As for those that had higher levels, those were the families that had some official positions in the Kingdom. Hence they were provided with resources for their cultivation although not that much. That was why there were more rank 6 and rank 7 in Zento family than there were in the Quslo family. Zento family is where Alex originated from and the family head was Jack.

He didn't want to face anything unprecedented such as facing the family head of the Quslo family who was a rank 5 while he himself was a rank 3 in the initial stages. To face him, he needed to at least be in rank four late stage.
